When a producer creates their product, it enters the cycle, moving from the retailer to the consumer. Once the consumer discards the product or packaging, those materials are collected, sorted and reprocessed at the expence of the producer.

With EPR, companies continue to manage their products through the entire lifecycle rather than stopping once the sale is made. 

Once enacted, EPR will require companies to dispose of ALL biproducts in an environmentally responsible way.
